The 26-year-old defeated Fognini in three sets.
Fognini, 38, was handed a wildcard for the ATP 250 event in Germany, and in the first round, he faced Moutet.
The veteran failed to focus at times, snapping his racquet over his knee and tossing it away.

Moutet won the encounter 6-4 6-7 6-3, and booked a round two berth against top seed Alexander Zverev.
After sealing the victory, Moutet fist pumped and pointed to his head in celebration.
During the customary handshake at the net, Fognini held on for a little longer than usual.
The fiery star then said in French, โRegarde-moi, petit cochon!โ โ meaning โLook at me, you little pig!โ
Moutet ignored him and went on to soak up the applause from the fans who had come to watch the game.
Earlier this year, Moutet was involved in a rude exchange of words with Alexander Bublik at the Phoenix Challenger.
The pair had to be separated by chair umpire Marta Mrozinska at the end of the game.
