Referees are trying to be personalities. You can thank Nigel Owens for that. They should just do their job and leave the “banter” for another day.
At this level, water carriers should be neutral and provided by 6N. It shouldn’t be an opportunity to get coaching staff onto the pitch.
South Africa got into trouble (and rightly so) for far less. Should be a sanction here, or a union fine.

did not watch the game,but in all fairness, but he asked hight tackle, and then the reff opened the door by telling him his job is to carry water… door kicked open,he responded. Was a high hit tho. If they had an earlier exchange, guess diff situation. Maybe.
The banter between refs and players existed before Nigel Owens was born. Its part of the game. ‘Ref keep up with play! – I’ll help you to the next scrum, we are about the same pace” From my schoolboys rugby days in the 50s
