I think he was taking his time in fairness. He’s slow walking it to take extra seconds off the clock kicking into the wind. Ref didn’t really have much choice if he didn’t want it to go longer and longer.He had to go get the ball bring it up to the line. Compose himself and look for his man all in 20 seconds. Should b from when he places the ballIt should start when ball goes out of play simple as if a team is behind it would take less than 10 seconds for kick out it will cut out time wasting
